For lower-cost public case-law lookup, consider CourtListener directly or ToolRouter’s free Legal Research skills in your existing assistant. If the question is “give my assistant public opinions, statutes, and a URL to read,” Legal Research can do that. If the question is “replace Harvey,” it cannot. ToolRouter publishes this comparison as the vendor of the public-source tool.
Harvey does not list a self-serve price. harvey.ai sells via demo and names Agents, Vault, Spaces, Contract Intelligence, and Knowledge. In August 2025 Harvey documented Ask LexisNexis: natural-language answers grounded in LexisNexis US primary law (federal and state case law, statutes, administrative codes, agency decisions) with ***Shepard's* Citations**. That is a licensed corpus and a citator. It is not CourtListener, CAP, or Find Case Law, and sharing some US-government origins does not make the products equivalent.

Where public sources overlap
Harvey’s Knowledge Sources overview lists integrated public regional sources as well as licensed collections. The detailed US case-law and regional-source articles required sign-in during this review. We therefore cannot verify a source-by-source overlap table from those pages.
The useful budget question is narrower: does your task need a public opinion or statute that you can obtain directly from an official source or through ToolRouter? If yes, try that route and check the returned document. Matching a source’s name would still leave differences in coverage, retrieval, full-text access, citations, and workflow features.

Do not read “public US opinions” as “the same sources as Harvey.” Ask LexisNexis is LexisNexis content plus Shepard's. CourtListener search returns snippets (first 500 characters when highlighting is off, per CourtListener search API). ToolRouter case_details uses that search endpoint, so it does not return the full html_with_citations opinion CourtListener stores on /opinions/.
Harvard's Caselaw Access Project digitized official book-published US case law through 2020. CAP's own API and search tool sunset on 5 September 2024; CAP says search and API access now run through CourtListener, with bulk files still on case.law. That historical reporter scan is not live coverage of every 2025 slip opinion, and it is not a Westlaw reporter set.
When Harvey (or Lexis/Westlaw) is still the product
Keep the licensed stack when you need:
- Shepard's or KeyCite treatment, not a raw cite list
- Licensed research collections, editorial enhancements, and secondary sources
- Firm document workflows and enterprise controls; verify the features included in your agreement
- A vendor who will sign an enterprise agreement
Public-source chat research is the wrong substitute for those. It is a way to find a public opinion or statute and open it.

- Pull a shortlist of US opinions with citations and CourtListener URLs
- Look up a known citation and get a snippet plus a link
- Search England and Wales judgments on Find Case Law (title, citation, PDF/HTML; empty excerpt in the current skill)
- Search UK/US/EU legislation identifiers, then open the official text

Prerequisite and limit
You need a Claude account that can add a custom connector, and Legal Research must be in the conversation catalog. India and Canada searches need their API keys or return unavailable. search_cases does not cover EU court judgments. CourtListener's published authenticated defaults on 13 September 2026 are 5 requests/minute, 50/hour, 125/day unless you have a membership or commercial deal (REST API).
