Connect ToolRouter to Copilot

Steps
Once connected (see setup above), use the Construction Manager tool:
- Provide the contractor details and the project they are being considered for.
- Run `verify_company` via construction-manager.
- Ask Copilot to update the project supplier register with the verification results.
- Flag any contractors that do not pass the check before they receive a contract.
