Connect ToolRouter to Copilot

Steps
Once connected (see setup above), use the Construction Manager tool:
- Provide the site location and the programme activities for the coming week.
- Run `get_build_weather_forecast` via construction-manager.
- Ask Copilot to update the programme document with weather notes against each activity.
- Output the updated programme for distribution.
